Trump cuts tariffs in bid to slash consumer prices
US President Donald Trump recently announced a significant shift in his tariff policy, exempting key agricultural imports from higher tariff rates. This move comes as the President faces growing criticism for the rising prices of everyday items at US grocery stores. The exempted products include coffee, cocoa, bananas, and certain beef products, which have seen significant price increases due to the tariffs imposed by the Trump administration.
The decision to exempt these products is a notable reversal for Trump, who has long argued that tariffs are necessary to protect US businesses and workers. However, with the US facing decades-high inflation and rising food prices, the President appears to be taking steps to mitigate the impact on American households. The exemptions will apply to a range of fruits, including tomatoes, avocados, coconuts, oranges, and pineapples, as well as black and green tea, and spices like cinnamon and nutmeg.
Easing the Burden on US Households
The move is likely to provide some relief to US households, which have been struggling with rising food prices. According to the Consumer Price Index, food-at-home prices increased by approximately 2.7% year-over-year in September. The exemptions are expected to help moderate these price increases, although experts caution that other factors, such as global supply shortages, can also influence prices, particularly for coffee and beef.
The tariff exemptions follow a recent trade framework agreement with four Latin American countries, including Argentina, Guatemala, El Salvador, and Ecuador. The agreement imposes tariffs of 10% on most goods from Argentina, Guatemala, and El Salvador, and 15% from Ecuador. However, the exemptions will remove duties on products not grown or produced in the US in sufficient quantities, such as bananas and coffee.
The Impact on the Beef Industry
The beef industry has been particularly affected by the tariffs, with prices rising sharply over the past year. The US has imposed steep duties on major suppliers, including Brazil, Australia, New Zealand, and Uruguay, driving down imports and contributing to a supply squeeze. The tariff exemption for beef is expected to provide some relief to the industry, which has been struggling with drought, higher feed costs, and tariffs on fertilizer, steel, and aluminum.
According to the Bureau of Labor Statistics, uncooked beef products rose by 12% to 18% year-over-year in September. Producers have reported that policy whiplash, including changing tariff rates and the recent expansion of Argentina’s beef quota, has further chilled long-term investment, keeping supplies tight and sentiment fragile.
Coffee Prices Reach Record Highs
Coffee prices have also been affected by the tariffs, with ground roast coffee prices reaching a record high of $8.41 per pound in July. The 50% tariff on Brazilian coffee, which supplies roughly a third of US imports, has driven up costs across the roasting and retail supply chains. Other major exporters, including Vietnam and Colombia, have also been impacted by the administration’s food tariffs.
Retailers have warned that the impact could have spread if tariffs remained in place, with the Tax Foundation estimating that 74% of US food imports faced tariffs. The exemption of coffee and other products with little or no US production is expected to provide some relief to the industry, although global coffee prices are still hovering near a 50-year high.
Cocoa Prices Feel the Pinch
Cocoa prices have also faced significant pressure, with futures more than doubling since pre-pandemic levels. The tariffs, combined with weather-driven crop failures in the Ivory Coast and Ghana, have contributed to a sharp increase in prices. In October, Hershey executives reported that they expected $160 million to $170 million in tariff expenses this year, on top of record-high bean costs that pushed retail chocolate prices nearly 30% higher from the prior year.
